Hi

Phil Zimbardo has "written the book" on what is 'behavior management'. What he speaks of here is the 'life space' of the person who is the object of behavior management. [FWIW his co-author John Boyd is the Research Director at Yahoo! and specializes in how best to write intrusive ads that will get the responder to "behave" by buying the product.]

By this 'paradigm' a person is only supposed to have one attitude of this group. By the standards of "behavioral normality" that's what's used to behaviorally manage the person.

My view is that this is an example of what's wrong with "behavioral science" and that getting us to 'behave', in other words manipulating our habit structures, is an abusive dynamism.
