This is the wrong starting place. The issue is not "preservation" of the same-old, same-old but actual transformation. In Alameda Co. that's how Pattie's advocacy has played out.
The "clients" shouldn't themselves be afraid to overcome the habits of "learned helplessness" that we've been trained to; we should be willing to take responsibility more.
