Another way to put this concern, is that the "strategic helplessness" of the APA still obtains.
The referendum challenges it.
The referendum also avoids the matter of forensic and 'mental health' "torture ethics." How to make a positive approach "to the challenged" so that people feel their integrity will be respected?
