On Saturday I posted a draft proposal regarding COALITION for comment. I have heard thru the grapevine that some people are talking about it, but no comments heretofore on the <mhocca>. I wrote it after a lot of consultation with a lot of different folks, and considerable debate with the Network leadership too. It’s written to be a ‘bottom-up’ coalition and not to favor anybody in particular over anybody else, as long as they support (1) choice and (2) quality services. I am interested in anybody having any notion of

  1. Do we need a bottom-up coalition
  2. Is this the way to achieve it
