Subject: [MHOCCA] CA Master Plan

Hi

The CA Mental Health Master Plan is nearing completion. The final draft is available for public comment. Final public comment date is St. Valentine’s Day 2/14. Info may be found on the M.H. Planning Council website. The document itself is 132 pages in .pdf format. The first chapter — Mission & Philosophy — is appended to this message.

There are public comment sessions arranged in the different regions of the state. Info is on the MHPC site.

To my eye this is a kind of fait accompli. There is essentially nothing about the responsibilities related to helping people well. I.e. the intention is to create more of the ‘same-old, same-old’ traumatic control arrangement in the name of treatment. There is talk about ‘focus on recovery’ and the like, but we know this refers to the system’s agenda of cosmetic upgrade — where’s the beef? Many years of the clients movement asking only for token accommodation of self-help and patients rights in lieu of a broader program of fighting trauma has come back to haunt us.

It’s still open season on people of Vision.

‘Adjustment’ is still the purpose, compliance the measure.

I hope people will present their concerns to the public ‘input’ sessions coming up. And I hope people will reflect on what kind of re-networking is needed if real responses to our expectation of respectful interaction are to occur.

We are going to have to learn a lot about how to be accountable to client values. And we are going to have to learn how to assert that the society deal with madness in a more real kind of way.

Respectfully

Andrew Phelps
