Actually my lived experience is that in the "inner circles" of the CIA/national security establishment it is standard to engage staff with "diplomatic" respect even if one personally considers them to be torturers or otherwise not deserving of respect.

President Obama consistently talks the talk of the national security culture, rather than deriving his rhetoric from self-derived principles for appropriate behavior.
