Yesterday I attended the initial meeting of the Learning Advisory Committee (LAC) for the Mental Health Services Act (MHSA) Innovations project #7, representing MHCA/SJCC. Allison (who represents the Coalition for Justice and Accountability (CJA)) was unable to attend. De-Bug had a representative and the County Patients Rights (MHAP) head attorney Jim Raphael also participated.
INN-07 concerns "compassionate follow-up" for police 9-1-1 interventions. Currently nobody is following up, whether or not anybody is 5150'd or suffers violence. This project is for two years and allots $900K for developing an approach for follow-up (unless family/neighbors "opt out"). "Postvention" is how it has been dubbed, in local mental health speak.
For the instances where Bich Cau Tran was shot (2003) and Daniel Pham (2009), there were multiple 9-1-1 calls, yet no follow-up. This project is intended to be a "partial remedy" for the police practices in that sort of instance. We found out at the meeting that data will be gathered on family/neighbor responses to the "follow-up" performances. Jim brought to people's attention that data on "police behavior" is explicitly NOT part of the project.
SJCC chose to disinvolve from the process of establishing "Learning" activity like the LAC's and the Learning Institute for the County M.H. Division. In my view that was a failure of "community engagement" for SJCC. On November 30, 1-2:30 PM, the MHCA Community Forum
HERE will address that concern. Speakers [are to] include Doug Treadway, SJCC President, and Marylin Crawford, WIN Program, regarding community engagement, and Raj Jayadev, Silicon Valley De-Bug (and somebody representing the City of San Jose), regarding picking the next police chief for the City.
