In 1995-97 I worked on an imaginative project called Berkeley Outcomes Committee which was a collaboration of the MHC and the Dept. Some of the materials are online on my website. I have personally many of the others.

I think we were imaginative but I also know BMH had its own [secret] agenda. And they used this situation as part of a mock-up while they went ahead and instituted PACT. [BMH Adminstrative Analyst] Jim Hynes, the co-chair of this group, was a good methodologist and a progressive person. But ultimately he was paid to sell out the clients and he did it very well. When I was at the Beers in DC this June, Neal Brown from SAMHSA cited Jim to me as the justification for the Feds supporting Berkeley's reversion.
