Yes. But it's more than "lack of scientific evidence." In fact, "evidence based" is an unfortunate homily today. Bacon's ideation regarding "inductive reasoning" says more than "get the evidence." It also says that the 'attitude' of the person putting together the evidence is a factor, an "idol" being involved, in his terms.
I think you could achieve a better handle on benthic phenomenology if you also pointed to the suffering due to the prescientific character of the "science"/way of engaging evidence that obtains.
