Ballot Statement for Nov. 2, 1999 Election
John J. "Jack" Hickey - age 65 - Retired Research Scientist
Candidate for Trustee - San Mateo County Community College District
From New York, I joined the Navy in 1953. A high tech career including 28 patents followed. In 1965, I moved my family to Emerald Hills in San Mateo County.
I have extensive computer skills, including Internet applications for education and public information access. I actively promote on-line public records at all levels of government.
In my 1993 San Mateo County Parks and Recreation Department Alternative Funding Committee Minority Report, I recommended revenue producing land use instead of new taxes imposed by the much abused Landscape and Lighting Act.
I have been involved in education finance issues for many years. My 1979 Performance Voucher Initiative sought 50% reduction in education costs, while providing parents real choice. I campaigned Statewide more than a year.
I believe in pay as you go school financing. I oppose the $148,000,000.00 bond measure proposal, a result of poor asset management, and the added tax burden this would place on future generations.
As Trustee, I will use my experience to maximize value, for taxpayers and the community, of assets entrusted to San Mateo County Community College District, as well as encumbered watershed properties included in a 1969 "Grant of Scenic and Recreation Easement". I will advocate necessary legislative changes.
